What is a Vision? A Vision should define what could be.
Visions are aspiration and idealistic. A Vision has dreamlike qualities, future hopes and aspirations, even if they are never fully attainable. Visioning is a process that enables us to put aside a reason temporarily and look beyond the present to the future as we would like it be. "It can't be done" is irrelevant. How to turn a vision into a reality is something that happens after the vision is created. Visions are energizing, positive, and inspiring statements of where and what we want to be in the future.

Example Vision Statement (IRS):
The IRS in 2009 is a 21st Century agency with the human capital and technology capabilities to effectively and efficiently collect the taxes owed with the least disruption and burden to taxpayers.


What is a Mission? A Mission defines what should be.
Missions are pragmatic and realistic. A Mission encompasses why the organization exists, the purpose towards which the organization is committed, what the organization produces (benefits/outcomes), and whom the organization serves. Missions are understandable, brief and concise, stated in output terms rather than activities, and broad and continuing in nature, but not too broad as to be meaningless.

Example Mission Statement (IRS):
Provide America's taxpayers top-quality service by helping them understand and meet their tax responsibilities and by applying the tax law with integrity and fairness to all.
